1. CONSTITUTIONAL FRAMEWORK
Article 8, paragraph 6 of the Constitution of 1994 declares:
?Every person, without prior censorship, may freely express his
ideas in writing or any other form of expression, graphic or verbal.
The law shall impose sanctions when the ideas expressed threaten
the dignity and the morals of the people, the public order or the
good customs of society.
?All subversive propaganda is prohibited, whether issued anonymously
or by any other means of expression that seeks to provoke disobedience
of the law; this, however, shall not restrict the right to analyze
or criticize legal precepts.?
Paragraph 10 declares: ?All the media have free access to official
and private news sources as long as this access does not alter public
order or endanger national security.?
