9. OTHER RESTRICTIONS ON THE CONTENT
OF INFORMATION
The Code of Minors provides:
Art. 33: ?The state guarantees to minors access to adequate
information which respects the culture of their age group. To implement
this right, the state shall request the media to produce and disseminate
programs which meet the language needs of minors belonging to different
ethnic groups.?
Art. 200: ?The media are forbidden to publish or transmit news
items about minors that assails their good reputation, privacy or
family.
In transmitting or publishing criminal facts involving minors
as perpetrators, participants, witnesses or victims, they shall
not be interviewed and their names shall remain undisclosed, as
well as other facts that might identify them or lead to their identification.?
The Electoral Law of 15 January 1987 provides:
Art. 104: ?Electoral advertising carried out by legally recognized
political parties is guaranteed, provided it does not undermine
public order and good behavior according to the law.?
Art. 105: ?In order to assure that parties and electoral alliances
share equal opportunities during elections to promote their respective
candidates, electoral advertising shall be controlled through the
space and time allotted to each in the press, radio and television.?
Art. 106: ?Electoral advertising shall be restricted for each
political party and electoral alliances to half a page per newspaper
edition or its equivalent in column inches, estimated for all dailies
with national circulation; 10 minutes per day on television estimated
for all nationwide or regional TV channels; 20 minutes per day on
each nationwide radio station and 10 on each local station. Within
these limits political parties may distribute the time and space
for political advertising to better serve their objectives.?
