9. OTHER RESTRICTIONS ON THE CONTENT OF INFORMATION

Several norms that pertain to information contained in advertising and in news coverage are now evident.

Article 219 establishes the freedom of electoral advertising with no other limitations than those acts that offend morality, affect the right to private property or the public order. Article 221, states that any political party, or coalition of political parties, legally registered for an electoral process has the right to thirty minutes of air time per week in the State-owned radio and television stations in order to make its political program known. Matters that pertain to this article shall be regulated by a set of norms. 67

According to Article 223: ?During an electoral process it is forbidden to:

a) Paste or paint campaign material on statues, walls, street signals, signs, bridges and monuments, unless it is private property and the owner has given his consent;

b) Use a vehicle of any kind, equipped with speakers for the purposes of campaigning, before seven in the morning and after eight in the evening;

c) Carry out any type of campaigning or electoral poll the day of the election and during the thirty six hours prior to it.? 68
