19. ANTITRUST LAWS LIMITING CAPITAL CONCENTRATION IN THE PRINT MEDIA

The Political Constitution of the United Mexican States bans monopolies:

Article 28: ?In the United Mexican States, monopolies, monopolistic practices, state monopolies and tax exemptions are prohibited under the terms and conditions prescribed by law. The same treatment shall be given to prohibition for the protection of industry.

Consequently, the law shall strongly punish, and the authorities shall vigorously prosecute, any concentration or domination in one or a few hands of staple consumer items whose intent is to bring about a rise in prices, any agreement, process or combination of producers, industrialists, merchants or service businesses that in any way prevent free competition and cause the consumers to have to pay exaggerated prices, and in general anything that amounts to an undue exclusive advantage in favor of one or more given persons to the detriment of the general public or any social class.?

Thus the lengthy Article in the Political Constitution prohibits monopolies in the various sectors of society.
