11. CONTEMPT AND SEDITIOUS LIBEL
The concept of insult is defined in Article 347 of the Penal
Code. It specifies that those guilty of insult to authority are:
1. Those who challenge
to a duel, libel, slander or insult by word or deed, threaten a
public official in the course of his duties or as a result of them,
in his presence or in a notification or message they send him.
2. Those who seriously
disrupt court or tribunal proceedings and anywhere else where authorities
or public officials may be carrying out their duties.
3. Those who, without
legal authorization bear arms, openly or concealed, in the Congressional
chamber or any legislative chamber or courtroom.
4. Those who prevent
a public representative or official from going to his chambers or
office.
5. Those who openly disobey
authority.
These five typical forms of insult are punishable by imprisonment
of six months to four years (Article 348).
