18. REGULATION OF FOREIGN OWNERSHIP OF PUBLICATIONS

Article 69 of the Constitution establishes that the news media are at the service of the national interests and that the state shall prevent them from being subjected to foreign interests or the economic power of monopoly of any one group. This constitutional precept has not been put into effect by any enabling legislation.
