3. BROADCAST LAWS AND THE CONTENT
OF INFORMATION
The General Law on Telecommunications and Postal Services of
1994, put into effect by Decree 200 and Regulatory Decree 19 of
1996, sets few restrictions on news content, requiring that the
information imparted not be contrary to good habits or moral values.
It establishes technical requirements for the grant of broadcast
concessions and licenses. The enabling legislation establishes the
inviolability of communication and sets penalties for those who
intercept, prevent or publish the content of private communications
(Articles 9 and 10).
It stipulates that exploitation of radio and television media
shall be carried out through concessionary grant. This will be given
on equitable terms in line with the technical specifications of
the offerer.
