18. REGULATION OF FOREIGN OWNERSHIP OF PUBLICATIONS

Pursuant to Law 11 of 1968, the owners or stockholders of a newspaper shall be citizens of Panama.

Law 68 of 1978, in Art. 9, provides that owners, editors, publishers, city editors, assistant editors, managers and assistant managers of national social communcation media shall be Panamanians. When owners or publishers are legal entities, their stockholders, partners, directors and other officers shall be Panamanian.

The Labor Code of 1972 provides in Art. 244 that such employees as speakers, narrators and moderators shall be Panamanian nationals.

The participation of foreign investors in communcation media is not subject to prohibition.
