22. LEGISLATIVE BILLS THAT WOULD AFFECT THE PRESS

A bill on mandatory colegio membership was drafted in 1993 and was debated again in the Chamber of Deputies in 1996 and 1997.

It was introduced with five articles, their principal proposed provisions being:

?  The Graduate Professional Colegios are institutions under public law that shall be established in each of the professional specialties.? (Article 1).

?  Each Public Colegio shall be empowered to grant, renew, suspend, cancel and restore enrollment to qualify to practice the respective profession, without which no one shall practice it. (Article 2, Paragraph 1).

?  Standards of conduct shall be established in accordance with the deontology of the respective profession along with a Tribunal of Conduct, independent of the administration, to set up the procedures and penalties for violators. (Article 2, Paragraph 2).

?  The bylaws of each Public Colegio, once approved by the Executive Branch, which shall grant it juridical personality, will apply to all those in the respective profession.? (Article 3).
