9. OTHER RESTRICTIONS ON THE CONTENT OF INFORMATION

Law 903, titled the Minors Code, provides in Article 266 for the prohibition of all reporting of legal proceedings involving minors. Evidence shall be given in person or in writing.

Law 01 of 1990, titled Electoral Law, says in Article 305: ?Dissemination of the results of opinion polls shall be prohibited during the 15 days immediately prior to election day. Publication shall contain the corresponding technical record.?

Article 306 also prohibits publication of results of exit polls until one hour after voting stations close.

Article 301: ?Propaganda shall be limited, by party, political movement or alliance, to no more than one half (1/2) page per edition, or its equivalent in column-centimeters, in each newspaper and magazine. With regards to propaganda by television or radio, each party, political movement or alliance shall have the right to a maximum of five minutes per channel or radio station per day.?

Article 299: ?The mass media are required, once elections are called, to send to the subdivision Electoral Tribunal a list of their regular advertising rates within eight days.

?In no case shall such rates be increased over those for commercial advertising. Should the rates be increased, [transgressors] shall be subject to penalties as set out later.?
