11. CONTEMPT AND SEDITIOUS LIBEL
The penal code contains the following regarding the use of
insults:
Art. 339: ?Whoever offends the honor or decorum, by deed or
word, of a public official in the performance of his duties, or
threatens such an official verbally or in writing, shall be punished
with a prison term of six months to three years.
The punishment may be increased by one third the maximum sentence
should the offended party be the president of the Republic, a deputy
in the Legislative Assembly, a minister or deputy minister, a justice
of the Supreme Court or the Second Court of Appeals, a judge of
the First Court of Appeals or a justice of the peace.
