17. REGULATION OF OWNERSHIP AND REGISTRATION REQUIREMENTS OF PUBLICATIONS

The Printing Law of 1950 establishes certain requirements for the establishment of a printing press:

Art. 7: ?Whoever wishes to set up a printing installation shall give prior notice to the municipality where it will operate, so that it may be registered in the proper register, including the name of the owner, of the business and of each of the journeymen. If the registered printing business is transferred to a new owner, that new owner will give notice to the municipality in order to update the register. In the absence of a new registration, the previous owner will be legally responsible.

Should the officers or journeymen cease to work at the business, the owner or manager will make this known to the municipality so that their registration may be canceled; the municipality by its own authority may carry out the cancellation after verifying the personnel changes, in which case it may fine the owner 25 colones for his omission.

Owners of existing printing presses shall implement these rules within 12 days of the publication of the law.?

Art. 9: All published periodicals must carry the name of the editor or writer, subject to a fine of 50 colones for each omission committed.

Art. 10: ?The printer must include in each copy printed of a publication the name of the printing press, the place and date of impression and at the foot of the manuscript, which will be filed, the number of copies printed.

Any printing press owner or manager who fails to comply with the provisions specified above, shall be subject to a fine of 200 colones.?

Art. 11: ?Whoever places the name of another registered printer on a publication instead of his own, commits the offense of misrepresentation and will be tried in common court and punished according to the law.?

Art. 12: ?Any publication of a non-registered printer will be considered clandestine. The owner of the press will be fined 200 colones and his press may be subject to confiscation until the owner presents the certificate of registration.?
