3. BROADCAST LAWS AND THE CONTENT OF INFORMATION

The following law was established by ANTEL, an autonomous body that regulates communications within the country.

Art. 1: ?Telecommunications services that will be subject to the technical control of the National Administration of Telecommunications according to the current law and the enabling law of that institution, are declared to be in the public interest.

?The National Administration of Telecommunications, designated as ANTEL in the current law, will have exclusive control of the electromagnetic spectrum in accordance with technical advances and those treaties and international conventions ratified by El Salvador; its use in the national territory will be regulated in compliance with this law and the regulations that may be issued by the telecommunications services.?

Art. 25: ?It is strictly forbidden:

c) To interfere fraudulently in the transmissions of the telecommunications systems.

d) To transmit messages, signals and any sort of propaganda which may, in any way, compromise the security of the State or threaten the laws, public order, morals or good customs; and

e) To refuse to broadcast or communicate, without suitable reason, messages of national interest in the cases of articles 4 and 15 of this law.?
