18. REGULATION OF FOREIGN OWNERSHIP OF PUBLICATIONS

A broadcast licensee must be a United States citizen or an ownership entity controlled by U.S. citizens.

The Federal Communications Commission has defined non-citizens as the following: foreign governments, aliens or representatives of aliens or foreign governments; corporations organized under foreign laws; corporations with aliens as directors; corporations of which 20 per cent or more of the stock is owned or voted by aliens, foreign governments, representatives of aliens or foreign governments or corporations organized under foreign laws; a corporation controlled by other companies that have aliens as officers or where aliens occupy 25 per cent or more of the director positions on the board or where at least 25 per cent of stock is voted by aliens, foreign governments, representatives of foreign governments or corporations organized under foreign laws.
