ECUADOR
WHEREAS
the National
Congress of Ecuador has passed a tax reform that makes newspapers
and magazines subject to sales tax
WHEREAS
Ecuador is a
signatory to the Pact of San José which prohibits discrimination,
which applies to this situation because television stations do not
pay this tax
WHEREAS
imposing a tax
on the unfettered distribution and circulation of newspapers limits
the public's direct access to them
WHEREAS
the National
Congress is currently considering a new tax reform in which once
again the government proposes exemption from payment of Value Added
Tax on newspaper and magazine sales
WHEREAS
newspapers have
become a basic tool in learning to read for the vast majority of
people because of their low cost and informative content
WHEREAS
Principle 7
of the Declaration of Chapultepec condemns governments' use of tax
policy to punish the media, implying that discrimination is a form
of punishment
THE GENERAL
ASSEMBLY OF THE IAPA RESOLVES
to ask the National Congress of Ecuador to eliminate VAT on the
distribution and circulation of newspapers and magazines as being
a curtailment of the free dissemination of information, culture
and education and a violation of the express provisions of the Pact
of San José, a hemisphere document signed by Ecuador.
