1. CONSTITUTIONAL FRAMEWORK

The Political Constitution drafted in 1949, establishes in Art. 29: That all individuals may communicate their thoughts verbally or in writing without any fear of censorship; however, they will be held responsible for the abuse in the exercise of this right and will be punished the way the law has already prescribed. It has been established that the term ?abuse? is exclusively referring to crimes against good name. Article 28 states that no one will be persecuted for the expression of his ideas nor for any other lawful act. The activities that are performed in private, that does not disrupt the social moral character, public order, nor infringe on any one?s rights, shall be left alone by the law.
