16. COPYRIGHT IN NEWSPAPERS

Art. 32 of Law 32 of 1986, regarding the rights of authorship, establishes: ?Any article, photograph, illustration or commentary about some current news event, published by the print or electronic media, may be reproduced provided its reproduction is not explicitly prohibited.?

The same law says it is legal to reproduce, distribute and inform the public of news events and other event-related information that have been publicly disseminated by the print or radio media (Art. 33).

The law also authorizes the print and electronic media to publish as news, without prior approval, speeches given in assemblies that are in session, in courtroom debates, or before other public authorities, or any other conference, speech, sermon or similar document presented publicly, provided such text was not previously and explicitly declared classified.

Also allowed is the publication of pictures for scientific, educational or cultural purposes in general or that show deeds or events of public interest or that took place in public as described by Art. 35 of the same law.
