17. REGULATION OF OWNERSHIP AND REGISTRATION
REQUIREMENTS OF PUBLICATIONS
The Print Law stipulates:
Article 13: ?Anyone who has established or in the future will
establish a print shop, lithography, engraving plant or any other
form of publishing shall be required to so advise the local Municipal
Chairman within eight days, setting down in writing details of the
place or places where the business is located, the name and address
of the company to which it belongs, and the name and address of
the executive officer, if there is one. There is a similar requirement
in the event of the owner or executive officer changing address
or place of business.
?Non-compliance shall be subject to administrative penalty
of a 50 pesos fine.
?The responsible person being notified of this, he shall be
given three days to make the aforementioned submission and if he
fails to do so, he will face the penalty laid down in Article 904
of the Penal Code of the Federal District.
?The submission referred to in this Article shall be submitted
in duplicate, with one copy being returned to the interested party
duly dated and signed by the Secretary of the Municipal Chairman
to whom it is submitted.
?The penalty mentioned in this Article shall be applied to
the owner of the business and if his identity is unknown to the
person who appears as executive officer or the one in charge, and
failing this to all those working in the print shop.
?The procedure set out in this Article for punishing those
who fail to make the required submission shall be repeated as many
times as is necessary to overcome the resistance of the offender.?
Article 20. ?Any periodical publication in addition to the
provisions of Article 5 must mention the place of business or management
of the publication and the name and address of the editor, manager
of executive officer, under pain of a 100 pesos fine.
?For non-compliance with this provision, the owner of the newspaper
shall be held responsible if his identity is known and if not, Articles
16 and 17 shall apply.?
Article 24: ?Any print shop of any kind whatsoever must keep
the signed originals for the length of time corresponding to the
relevant statute of limitations, so that during this period it can
be shown who is the author of said articles. The owner, editor or
executive officer of the print shop shall file all originals signed
by pen name, along with the covering report, which shall in addition
contain the name and address of the author, the printer being required
to ascertain their authenticity. The original and covering report
must be kept in a sealed envelope for the length of time mentioned
herein.?
