2. SPECIFIC PRESS LAWS
The Puerto Rican Civil Rights Commission has determined that
any law or regulation that in one way or another restricts in advance
the right of expression, conscience, speech, press, association
and assembly, and to petition the government for the redress of
grievances (1) has to be set out clearly and precisely and to determine
accurately the conduct related to the exercise of those rights in
order to be constitutionally valid; (2) be uniform, indiscriminatorily
consistent in its execution; (3) provide criteria for governmental
or administrative discretion, and (4) serve the objectives of a
substantial community interest. 2 Civil Law 389, 7, 8 (1971).
