22. LEGISLATIVE BILLS THAT WOULD AFFECT THE PRESS

A bill was introduced in 1998 concerning the right to access public records (Articles 1 and 2). This bill would grant preferential treatment to journalists to access public information kept in the official archives (Article 3). It would set peremptory deadlines for officials to respond to requests from individuals (Article 8). Failing to heed a request would be seen as a serious matter punishable by the dismissal of the official (Article 11). It would give recourse to Habeas Data to those having this right (Article 12).
