WHEREAS
the Chilean Chamber of Deputies has formed a committee to investigate government advertising
WHEREAS
the National Economic Prosecutor’s Office has accepted a complaint concerning violations of the Free Competition Law, alleging that the government’s advertising is being used to benefit some media outlets to the detriment of others
WHEREAS
this investigation has required that strategic commercial information about some media companies be turned over to the economic agency
WHEREAS
the Chamber of Deputies has established a new Special Commission on freedom of the press and information; the right to access to information; and the media, since in Chile there do not appear to be sufficient guarantees for free speech under the terms established in the Pact of San José, Costa Rica, and it considers that there is not enough diversity and pluralism in the media
WHEREAS
principle 9 of the Chapultepec Declaration states that “the credibility of the press is linked to its commitment to truth, to the pursuit of accuracy, fairness and objectivity and to the clear distinction between news and advertising. The attainment of these goals and the respect for ethical and professional values may not be imposed. These are the exclusive responsibility of journalists and the media. In a free society, it is public opinion that rewards or punishes”
THE MIDYEAR MEETING OF THE IAPA RESOLVES
to send a mission to Chile to gather information about the progress of these investigations and the limits to free speech the legislators have pointed out.
