Miami (May 3)
- The Inter American Press Association announced today the winner
of this years Chapultepec Essay Contest. The winner is Rodrigo
Madrigal Montealegre, from San Jose, Costa Rica. Madrigal is a former
newspaper editor and is currently a professor of political science
at the University of Costa Rica. The winner will receive a US$2,500

to organize an essay contest on any aspect relating to the Declaration
and its ten principles. The Declaration of Chapultepec lists ten
fundamental principles for the protection of free speech. The document
emerged from the Hemisphere Conference on Free Speech held in Mexico
Citys Chapultepec Castle in March 1994.
Eight finalists
were chosen from the over 150 essays. Finalists came from Argentina,
Brazil, Chile, Costa Rica, Jamaica, Nicaragua, and the United States.
