Miami (May 3) - The Inter American Press Association (IAPA) announced today - World Press Freedom Day - that the winner of this years Chapultepec Essay Contest is Santiago Estrella Veloz, a journalist from the Dominican Republic. His essay is entitled, "Freedom of the Press is not a Gift."

The Declaration of Chapultepec lists ten fundamental principles for the protection of free speech.
