IAPA ORGANIZES NATIONAL FORUM ON THE DECLARATION OF CHAPULTEPEC IN THE CARIBBEAN

Miami (January 24, 2000).- The IAPA is organizing its sixth, seventh and eighth National Forums on the Declaration of Chapultepec in Haiti, Puerto Rico and the Dominican Republic during the week of January 24-28, 2000. These forums will help raise public awareness of the importance of freedom of expression using the Declaration of Chapultepec as a tool to eliminate legal restrictions to the media in these Caribbean nations.

An IAPA delegation will first visit Port-au-Prince, Haiti, where President René Préval is expected to become the 21st Head of State to sign the Declaration of Chapultepec. The IAPA will also meet with the media leaders in Haiti from radio, television, and local newspapers. The delegation will then travel to Puerto Rico where a large public forum has been organized on Wednesday, January 26, in conjunction with the Center for Freedom of the Press at the Sacred Heart University. The forum will include a series of panelists who will provide various perspectives on the Declaration of Chapultepec and current press legislation on the island.

Finally, in the Dominican Republic, the main activity is the scheduled endorsement of the Declaration of Chapultepec by President Leonel Fernández Reyna at the National Palace on Friday, January 28. Also expected to sign in the Dominican Republic are the major presidential candidates, the President of the House of Representatives and the President of the Senate, as well as the President of the Supreme Court and Electoral College. The Dominican Republic will become the twenty-second country to endorse this important document.

Each forum will also include special presentations at universities and visits to the newsrooms of the major newspapers in each of the capital cities of Port-au-Prince, San Juan, and Santo Domingo.

The IAPA delegation will include: IAPA President Tony Pederson, Houston Chronicle, Houston, Texas; Alejandro Miró Quesada C., El Comercio, Lima, Perú; Julio Muñoz, Executive Director; Jairo Lanao, Chapultepec Project Attorney; and Sean Casey, Chapultepec Project Administrator.

The national forums are being co-hosted by Rafael Molina Morillo, Listín Diario, Santo Domingo, Dominican Republic, and Luis Alberto Ferré-Rangel, El Nuevo Día, San Juan, Puerto Rico. Special support is being given by Le Nouvelliste newspaper in Haiti; El Nuevo Día, Center for Press Freedom, and the Sacred Heart University in Puerto Rico; and all member newspaper in the Dominican Republic.
